Board of Directors

The functions of the Board of a public health service are prescribed by the Health Services (Governance and Accountability) Act 2004. The Governor in Council, on the Minister for Health’s recommendation, appoints the DHSV Board of Directors. Members reflect a mix of qualifications, skills and experience, particularly in the areas of dental health, community welfare, finance and business.

On 1 July 2011, three new Board Directors, Mrs Helene Bender OAM, Dr Pamela Dalgliesh and Mr Cameron Clark, were appointed for three-year terms.

Mick Ellis, Board Chair

Appointed to the Board in July 2006, and Chair since July 2009, Mr Ellis has extensive experience in the health and human service industry and is currently a partner in Highview Consultants, specialising in strategic management and human resource support.

Ms Kathy Bell
BA (Hons), GradCertHealthEcons, MPH

Appointed to the Board in July 2009, Ms Bell has extensive experience in public health policy and management, including in Aboriginal health and remote health. She is currently CEO of the Heart Foundation (Victoria).

Ms Kellie-Ann Jolly
Grad Dip App Sci (Oral Health Therapy), MHSc (Health Promotion)

A director since July 2004, Ms Jolly has an oral health background partnered with substantial experience in public health and health promotion portfolios at State and community levels. She is the Director, Cardiovascular Health Programs for the Heart Foundation (Victoria). Ms Jolly is also the interim Chair of the Victoria Walks Inc Association. 


Mrs Helene Bender OAM

Appointed to the Board in July 2011, Mrs Bender has extensive experience serving on community and private sector boards. Helene is Chair of the Barwon Health Foundation as well as the Geelong Cats Sports Foundation and has previously held the position of Deputy Chancellor of Deakin University. A registered tax agent, she is currently the Director of Allabout Tours and Travel, a worldwide travel agency. In 2006, Mrs Bender was awarded an Order of Australia Medal for service to the community of Geelong.

 

 

Dr John Miller AO
BA BCom, PhD, FCPA, FAICD

Appointed to the Board in July 2010, Dr Miller was previously head of the management schools at Monash and Swinburne. He was senior partner in two international accounting firms and is an honorary life member of CPA Australia and the Australian Institute of Company Directors. He is a Director of charitable trusts involved with disability and the environment. John is a Board Member of City West Water and Lake Mountain. His community service has been recognised with the Order of Australia and the Australian Centenary Medal.
 

 

 

Mr Tony Monley
MBA (Accounting), Grad Dip Commercial Data Processing, BCom

Appointed to the Board in July 2010, Mr Monley is a qualified accountant with over 30 years experience in the energy industry. He has spent the bulk of his career with the BP Group in various finance and operational roles around Australia and South East Asia in all segments of the oil industry. Tony is currently the Finance Change and Internal Control Manager for Origin Energy. He is also a member of Rotary Club of Templestowe Inc.

Dr Pamela Dalgliesh

Appointed to the Board in July 2011, Dr Dalgliesh has sixteen years experience in corporate governance and an impressive oral health background. Dr Dalgliesh has been appointed as a Fellow of the Academy of Dentistry International and International College of Dentists. She has held leadership roles with the Health Issues Centre, Victorian Women's Dentists Association, the Australian Dental Association (Victoria) and the Dental Practice Board of Victoria. 

 


Mr Kevin Quigley

Appointed to the Board in July 2009, Mr Quigley is a member of a number of not for-profit boards and committees. He is a former Deputy President of the Library Board of Victoria, President of the Melbourne Athenaeum and a member of the Council of the University of Ballarat. He also chairs or serves on a number of Audit Committees.
 

 

 

Mr Cameron Clark

Appointed to the Board in July 2011, Mr Clark currently runs his own Information Technology company and has particular interests in IT, business and management. Mr Clark has recently been involved in health initiatives relating to the personal control of e-health records.
